Basically, yes. Found this on another's school's site; it's a guideline for family/friends/boosters--
Official Visits to the Member Institution’s Campus
Q. What is an official visit?
A. A visit by a prospective student-athlete to a member institution’s campus that is financed in whole or in part by the member’s institution.
Q. How many official visits is a prospective student-athlete permitted?
A. One per institution and not more than five total visits.
Q. Is it permissible for a booster to be involved in the on-campus entertainment of a prospective student-athlete or legal guardian(s) during an official visit?
A. Yes, on-campus only! (13.7.5.1)
Q. Is it permissible for a booster to provide cash or use of an automobile to a prospect or a student-host during a prospect’s official visit to campus?
A. No.
Q. Can a booster entertain relatives of a prospective student-athlete at any site offcampus?
A. No.
Unofficial Visits to the Member Institution’s Campus
Q. What is an unofficial visit?
A. A visit by a prospective student-athlete to a member institution’s campus made at the prospect’s own expense.
Q. How many unofficial visits may a prospective student-athlete make to campus?
A. Unlimited.
Q. During an unofficial visit to campus is it permissible for a booster to entertain, buy a complimentary meal or expend any funds on the prospective student-athlete or legal guardian(s), relatives or friends?
A. No.

These finds by Gary are the reason I check back to the MM board 2-3 times each day. You won't find these gems anywhere else.
Thanks Mr. Neutral!
PS Although a story like the one in this thread's first post doesn't tell ... well ... the whole story, it surely doesn't sound like Mr. Parrom is the thug that penis-envy UD fans like "Dupree Lucas" (over at the A-10 board) would like everybody to believe. I trust the good judgment of Book Richardson and Sean Miller to make good recruiting choices.
PPS I saw no mention of Ari Stewart in the link. Has he removed Xavier from his list of possibilities or are we still in the running?

nick, the blog I found is by the Dustin Dow of the West Paterson Herald News (NJ), so it's got an NJ/NY focus. It may not include X targets from elsewhere in the country, but that's only my guess from looking at it.

Nick:
I can assure you that we are VERY involved with Ari. In the top 2.

While X is reportedly near the top of Ari's list, I've seen nothing that says Ari has a top 2. Any insight there?

Rivals.com has Stewart lumping X in with 7 other schools. Privately, he may have a smaller list, of course.

A poster to Dustin Dow's blog has X in Stewart's top 3-
"Among other things there is a strong rumor that we are in Ari Stewart's top three right now. He has been invited with 24 other players by Jim Boeheim to try out for the USA Basketball Olympic team in his age group. They only keep 12 and name three alternates. Still quite the honor for the young man.
Also Sean Miller's 'elite camp' is taking place this Friday and Saturday. There are some interesting names on the list for this camp. I will have a little recap for that soon."
